What is an appropriate starting offer to place on this home?
What is the maximum you would offer to pay on this home?
It was up for sale back in November 2006 by the owner, then bank took it over and listed in April 2007 and was at $139,000 now dropped to $133,000.
It has all galvanized plumbing, looks like it will need a new roof in about a year, possibly needs a updated furnace, basement is from the 60’s (out of date) and yard needs to be relandscaped.

However, keep in mind that all of the details that you have listed is NOT relevant when making an offer on a foreclosure. The bank simply plugs the numbers into a computer, and has already a percentage range of what they will take for it, if you “hit” that number, they will accept your offer, if it’s low, they will hold onto it, and if it’s high, of course, they will accept it.
Buying a foreclosure is not the same process as buying a resale home.

Viking Bank $39.19 Pierre Barouh is a true renaissance man: actor, soundtrack composer (he co-wrote much of the fabled score to A Man and a Woman with Francis Lai), director, label head (he owned the estimable Saravah label, home to Brigitte Fontaine and others), and on occasion, singer/songwriter. His first solo album since 1971’s Ca Va, Ca Vient, 1977’s Viking Bank sounds rather like a more straightforward (not to mention less pervy) version of Serge Gainsbourg’s ’70s work. Like Gainsbourg and Fontaine, Barouh was one of the few French pop artists of the era who didn’t move into a sugary middle of the road style, but Viking Bank is less experimental than his contemporaries’ work. In fact, with its blend of acoustic guitars, strings, and keyboards, plus the gentle lope of the sweet and memorable melodies, the closest comparison is that Viking Bank sounds uncannily like a Francophone version of Paul McCartney’s Ram!
